WAGENER & HERBST is implementing an O&M monitoring system for road infrastructure in Saudi Arabia together with GIZ

A spe­cial mo­del for me­a­su­ring and mo­ni­to­ring the cos­ts of ope­ra­ti­on and main­ten­an­ce (O & M) of the in­fra­struc­tu­re pro­jects has be­en de­ve­lo­ped sin­ce January 2013 on be­half of the Ministry of Economics and Planning of the Kingdom of Saudi Arabia (KSA).

Up to now, on­ly one sys­tem of ca­pi­tal in­vest­ment (CAPEX) was available to the Saudi Arabian go­vern­ment. The new mo­del re­pres­ents a tur­ning point in the tre­at­ment of the is­sue of in­fra­struc­tu­re plan­ning and fi­nan­cing and a com­ple­te­ly prac­ti­ce-ori­en­ted, in­no­va­ti­ve tool for bo­th the coun­try and the glo­bal con­text. It is in­ten­ded to in­crease the ef­fi­ci­en­cy of the al­lo­ca­ti­on of fun­ding in­to in­fra­struc­tu­re pro­jects and to im­pro­ve the (tech­ni­cal, ) Maintain the in­fra­struc­tu­re in KSA. As a re­sult, the ef­fec­ti­ve­ness of in­vest­ments in the exis­ting and to be built in­fra­struc­tu­re is si­gni­fi­cant­ly improved.

The pro­ject is car­ri­ed out on the ground (Riyadh, Saudi Arabia) un­der the auspi­ces of the German Association for International Cooperation (GIZ). Other part­ners in the pro­ject are, bes­i­des Wagener & Herbstberater, Dorsch International and Dornier Consulting. The first of the th­ree pha­ses of the 2013 pro­ject — the de­ve­lo­p­ment of the me­tho­do­lo­gy to me­a­su­re O & M cos­ts — was suc­cessful­ly completed.
